Juanita Sue Phelps, 78, of Cherokee Village, Arkansas passed away Saturday, July 22, 2023 in Batesville, Arkansas at White River Medical Center. She was born on August 24, 1944 in Mammoth Spring, Arkansas to Rupert and Georgia (Fink) Ragsdale. Sue was a member of the Williford Church of Christ and a homemaker. She always had a sweet smile and gave the best hugs. Her life took many turns as she traveled with her husband, Tom, beyond the borders of the United States, including Japan and Thailand. Sue was preceded in death by her parents; her first husband, Tom Stark; her second husband, Jack Phelps; and her brother, Jack Ragsdale. Survivors include her son, Tommy (Tonya) Stark of Norman, Oklahoma; a brother, Bob (Jane) Ragsdale of Mammoth Spring; a niece, Kim (Paul) Wallis of Jonesboro, Arkansas; other relatives and good friends. Visitation of family and friends will begin at 10 a.m. Wednesday, July 26 in the chapel of Tri-County Funeral Home in Highland, Arkansas. The funeral will follow at 11 a.m. with Richard Ragsdale officiating. Burial will be in Moten Cemetery. Pallbearers will be Wayne Smith, Wade Powell, Clint Madison, Rob Madison, Stan Salmons, and Bob Stout. Junior Miller will serve as an honorary pallbearer. In lieu of flowers, the family kindly requests that donations be made to the Children's Home, Inc., 5515 Walcott Road, Paragould, AR 72450. Arrangements are with Tri-County Funeral Home of Highland, Arkansas.
